DOTr versus Poe: Traffic management is outside our mandate, why blame Sec. Tugade?

In yet another tirade against Sen. Poe, DOTr wrote an open letter for the beleaguered senator anew.
The recent senate hearing attended by the Transportation Chief Secretary Arthur Tugade still did not pave the way in granting the longtime request of Pres. Rodrigo Duterte himself in having the emergency powers since 2016 to address the Manila traffic woe.

During the said hearing led by the chairperson of the Senate public services committee Senator Grace Poe, Sec. Tugade had a heated argument with Poe when resolving the EDSA traffic was discussed.

Replace Tugade

Days after their face-to-face exchange over the transportation issues, Poe said in an interview on ANC that she believes somebody else should take Tugade's place.

“When it comes to traffic and when it comes to dealing with solution for the traffic mess, I think somebody else should take his place,” she said, Thursday.

Barking at the wrong tree

The Department of Transportation was quick to retaliate on Poe's pronouncements, asking the latter why drag Tugade's name in the traffic mess when it is not even covered by the DOTr's mandate in the first place.

"Una sa lahat, nais po naming klaruhin na ang traffic management ay hindi bahagi ng mandato ng DOTr. Bakit po ba lumutang ang pangalan ni Secretary Tugade sa pagresolba ng traffic?", the department said in an open letter.

Understanding the possible confusion of the re-elected senator, the agency enlightened Poe and explained that the DOTr secretary could have been accountable in resolving the traffic problem had Duterte's emergency power was granted 3 years ago as the proposed bill was supposed to appoint Tugade as the traffic czar.

"Taong 2016, hiningi po na mabigyan ang Pangulo ng emergency powers upang makatulong sa pagresolba ng traffic sa bansa. Sa proposed bill na hindi naman po naisabatas, si Secretary Tugade ang nakalagay na “traffic czar”, the statement read.

"Sana po malinaw. Hindi ‘ho sa naghuhugas ng kamay. Nagsasabi lamang 'ho ng totoo." it added.

Unfair to say "underperforming"

Came to his defense, the statement released by the transportation agency also called out Poe for her remark that Tugade is "underperforming".

"Sa ilalim ng mandatong saklaw ng DOTr, hindi 'ho patas na paratangang "underperforming" ang Kalihim ng Transportasyon dahil hindi ito totoo." it said.

Out to prove its point, it cited Tugade's accomplishments, enumerating the projects done in 3 years time.

"Sa unang tatlong taon pa lang ng administrasyong Duterte, ito po ang mga nagawa ng DOTr at ng mga attached agency sa ilalim ng matayog na pamumuno ni Secretary Tugade:

- nakapagtapos ng 64 airport projects sa buong bansa
- 133 airport projects nagpapatuloy
- nakapagtapos ng 220 commercial at social/tourism port projects
- 121 commercial at social/tourism port projects nagpapatuloy
- naumpisahan ang konstruksyon ng apat (4) na railway projects
- ipinagpatuloy ang konstruksyon ng dalawang (2) iba pang railways
- nagbukas ng isang (1) landport
- 952 transport cooperatives ang lumahok sa Public Utility Vehicle Modernization Program o PUVMP.

Ilan pa lang ho ‘yan. Marami pa 'hong iba." the statement explained.

"Madam Senator, hindi 'ho ugali ni Secretary Tugade ang matulog sa pansitan. Kaya nga 'ho nagpapatupad ang Kagawaran ng 24/7 construction at nagpapairal ng partial operability timelines dahil mismo sa kagustuhan niyang makapaghatid agad ng serbisyo-publiko sa transportasyon sa mga Pilipino." it said.

"‘Yan po ang aming Kalihim. TRABAHO, GAWA, at hindi puro salita." it added.

Katunayan, kanina po ay nasa Maguindanao siya para isulong ang PUV Modernization sa Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). Ngayon, sa ilalim ng napakalakas na buhos ng ulan, nasa Cotabato City naman siya upang makipag-usap sa Ministry of Transportation and Communication sa BARMM upang hawak kamay na maisulong nang mabilis at maayos ang mga proyektong pang-transportasyon sa lugar.

‘Yan po ang aming Kalihim. TRABAHO, GAWA, at hindi puro salita.

PS: Asked for a comment on Sen. Poe’s latest statement, Sec Tugade said:

“Sus, masyadong bilib sa sarili. Pati ba naman posisyon ko pinakikialaman nya? I only serve at the pleasure of the President. Not on the whims, caprice and theatrics of misguided politicians.”
