The suspects were identified as Sherwin Obsequias and Jay-r Dequitos who faced Central Visayas Police Regional Director Chief Supt. Debold Sinas.
Apparently, the incident took place two months ago at Barangay Tejero in Cebu City.
The suspects accused the mentally-challenged minor of having stolen a mobile phone.
Obsequias admitted the crime and said that their attack was because of the alleged crime by the boy, and that he did it because of the trouble caused in the neighborhood.
According to the the victim’s parents, some men took advantage of their son’s mental illness and instructed him to get inside a certain house to steal a mobile phone while they wait for him outside.
The video went viral on social and gained criticism and disgust from netizens.
In the two-part video, the minor is seen bullied by several men while in the middle of the street in broad daylight.
The minor was continually punched and was exerting futile efforts in fighting back but was overpowered by the far larger and more powerful men.
He was then pushed off to a dirty creek, and he swam in the dirty water.
According to Police officer Sinas, the suspects will face child abuse charges but will not be temporarily detained since the incident took place last May 2018.
The video taker and uploader, identified as Douglas Rafols, will not face any charges and has offered to serve as a witness to the crime.
