According to Sr. Supt. Moises Villaceran Jr, chief of the city police, the doctor had a warrant of arrest on one count of attempted rape and two counts of rape.
The warrant was issued two years ago.
After several months of surveillance and stakeout operation,Mendez arrested at the basement parking of a condominium tower in Mandaluyong City and is now out on bail.
The bail, according to the alleged victim's relative, was at P120,000 for each case.
The alleged victim was said to be 17 years old when she was ravished inside the doctor's clinic days before her debut party.
Her mother said that the minor, now 20 years old, and just graduated from college, was allegedly left traumatized and angry by the incident, her mother said.
"Minsan, dumarating pa rin yung time na naaalala niya yung nangyari, tapos nada-down siya. Simula nang nangyari yun, talagang nagbago yung ugali ng daughter ko...Everytime na nagagalit siya, naaalala niya yung nangyari. Puro galit ang sa kaniya."
The victim was forced to face Mendez after his capture.
"Nag-freak out na naman siya, parang naalala na naman yung dati. Nakaka-sad, pero nakakatuwa din dahil nahuli na siya," her mother said.
Her family is calling out to all other victims of abuse by the doctor, adding that they want the accused to pbe put behind bars.
Besides this case, Mendez was also served an arrest warrant for failure to remit his employees' Social Security System contributions and he was convicted for tax evasion, and given an indeterminate prison term of one to three years.
